Understanding the French Police Services
National Gendarmerie (Gendarmerie Nationale):
The military police force operating under management by the French Ministry of Defence.
Here in France, the gendarmerie has crowd and riot control units (the Gendarmerie Mobile, along with some corresponding units in the civilian police), counter-terrorism and hostage rescue (GIGN, again along with some corresponding units in the civilian police), maritime surveillance, police at sea and coast guard (Gendarmerie maritime), control and security at airports and air traffic police (Gendarmerie des transports aériens), official buildings guard, honorary services and protection of the President (Garde Républicaine), mountain rescue (Peloton de Gendarmerie de Haute Montagne) and security of nuclear weapons sites.
The gendarmerie is responsible for policing the countryside, rivers and coastal areas, and small towns which fall outside the jurisdiction of the Police Nationale. The force is also authorised to carry out criminal investigations, crowd control and security activities of airports and military locations and attend ceremonial and state occasions.
National Police (Police Nationale):
The National Police is the main civil law enforcement agency of France, with primary jurisdiction in cities and large towns. It operates mostly in large cities and towns. In that context:
it conducts security operations (patrols, traffic control, identity checks…) under the orders and supervision of the investigating magistrates of the judiciary,
it conducts criminal enquiries, serves search warrants, etc.; it maintains specific services (“judicial police”) for criminal enquiries.
Local Municipal Police (Police Municipale):
The municipal police are the local police of towns and cities in France. The French municipal police are under the direct authority of the Mayor, who is charged with significant powers of police administration, with a responsibility to ensure good order, safety, security, and public health, and also to provide an administrative function.
Although the word “police” refers to the maintenance of order, the function mainly comprises the protection of citizens from disasters, and the task of regulating traffic and parking. To do so, municipalities are required to establish municipal police services, under the authority of the mayor for the task of enforcing local bylaws.
